मानसून तैयारियों पर मंथन: आपदा प्रबंधन से लेकर राहत कार्यों तक, सीएम धामी ने दिए अहम निर्देश
देहरादून में आपदा प्रबंधन पर कार्यशाला, सीएम धामी बोले – ‘आपदाओं का प्रभाव कम करना ही प्राथमिकता‘
देहरादून। उत्तराखंड राज्य आपदा प्रबंधन प्राधिकरण (USDMA) की ओर से आज राजधानी देहरादून में एक अहम कार्यशाला का आयोजन किया गया। इस मौके पर मुख्यमंत्री पुष्कर सिंह धामी भी कार्यक्रम में शामिल हुए और राज्य की मानसून पूर्व तैयारियों की समीक्षा की।
मुख्यमंत्री धामी ने कहा कि, “हम प्राकृतिक आपदाओं को पूरी तरह रोक नहीं सकते, लेकिन समय पर की गई तैयारी से उनके प्रभाव को जरूर कम कर सकते हैं। यही हमारी प्राथमिकता है।” उन्होंने बताया कि राज्य प्रशासन के सभी संबंधित विभाग और अधिकारी मानसून से पहले की तैयारियों को अंतिम रूप देने में जुटे हैं।
इस दौरान मुख्यमंत्री ने आपदा मित्र योजना की तर्ज पर “आपदा सखी योजना“ प्रारंभ किए जाने की घोषणा भी की, जिससे महिला स्वयंसेवकों को आपदा से पूर्व चेतावनी, प्राथमिक चिकित्सा, राहत एवं बचाव कार्यों, मनोवैज्ञानिक सहायता आदि के लिए प्रशिक्षित किया जाएगा।
आपदाओं के प्रभावी प्रबंधन के लिए हमारे द्वारा प्रोएक्टिव और रिएक्टिव दोनों प्रकार की रणनीतियों को अपनाया गया है। यह कार्यशाला आपदा प्रबंधन की दिशा में महत्वपूर्ण कदम है, जो आने वाली चुनौतियों के बेहतर प्रबंधन के लिए सहायक सिद्ध होगी। प्राकृतिक आपदाओं को टाला नहीं जा सकता, लेकिन त्वरित प्रतिक्रिया, सतर्कता और समन्वित राहत एवं बचाव कार्यों से जन-धन की हानि को कम किया जा सकता है।
कार्यशाला का उद्देश्य मानसून के दौरान संभावित आपदाओं से निपटने के लिए समन्वित रणनीति बनाना था। मुख्यमंत्री ने कहा कि इस कार्यशाला में आपदा प्रबंधन के सभी पहलुओं पर विस्तार से चर्चा की जाएगी और प्राप्त निष्कर्षों के आधार पर आवश्यक कार्रवाई सुनिश्चित की जाएगी।
उन्होंने अधिकारियों को निर्देश दिए कि संवेदनशील क्षेत्रों की पहचान कर अग्रिम तैयारियां पूरी करें, ताकि किसी भी आपात स्थिति में राहत एवं बचाव कार्यों में कोई बाधा न आए।
